The two recast Luckys weren't bad actors, but they weren't of JJ's caliber, and they just weren't Lucky! It was pretty clear the writers weren't inspired to write for Lucky until JJ returned.
GH has been very uneven for a number of years--especially after people like JJ and Vanessa Marcil left. It really helps having him back!
