I'm pretty sure these comments were David Fury's, not Steven DeKnight's or Skip Schoolnik's. (Juliet Landau's also on the commentary track.)
During the scene of William and Angelus meeting for the first time: "They're always up for a little homoeroticism, David and James."
And then, during the bit with the arm-sizzling in the sunlight: "I think this is the scene, when Joss saw it shot, he said: 'Why don't they just kiss already?'"
